Speech by J. Veera Raghavan, Chief Guest

Chairman, Dr.K.M.Munshi Institute of Educational Leadership &

Management, Former Secretary of Education & Culture(HRD) Govt. of India

Respected Shri Ranganatha Raju Garu, Shri Negi and other distinguished persons present here, dear teachers and students, It is a great pleasure for me to be the chief guest on the Annual Day of the Bharatiya Vidya Bhavan Vidyashram at Bheemavaram.

The need for a good English medium school was felt in 1980 to provide quality education to the people of this area and the Rice Millers of this region responded with the establishment of Bhawan’s International Residential public school. Appropriately the school started on 15th August 1983. This also shows the commitment of the people of Bheemavaram and the founders of this school to our national cause.

In this 17 acre of lush and green environment, the project was funded by Rice Millers Educational and Cultural Society under the dynamic leadership and guidance of its Founder Chairman K. Dharma Rao. The school has made tremendous progress under the present chairman Shri Ranganatha Raju and his colleagues in the Managing Committee. It has developed physical and academic support needed to meet the needs and aspirations of the students. The strength of number of student has reached more than 1000 and the quality of education is something to be proud about.

But there are greater challenges ahead. Education has to be the main instrument for meeting the social and economic goals before the people of the country and it is very true of Bhemmavaram and other schools with which you are associated here as it is for the entire country. Here I would like to request the Rice Millers Association and all of you here to play a leading role in setting an example to the entire country as to how our goals can be met in a fair and just manner and how education can help in this process. You may ask what these goals are? Is it mere accumulation of wealth, power and status?

This is what is called economic development, where individuals and families focus on money making and wealth accumulation. The great sage Thiruvalluvar had said that earning money and wealth is necessary for good life but only a small part of it, indeed a very small part of life goals and objectives. We should not imitate the Western countries and imbue the students with values that focus only on money making and status thinking and neglect all the finer and nobler aspects of life. This is what we mean by value education and Bhawan is committed whole heartedly to nurturing these values.

Every student of the Bhawan must carry the message of our national heritage which puts Dharma, the seeking of justice and fair play and compassion in all our actions before any other value. The question is often asked what is special about Bhawan’s school? We have 80 schools in the country and all these schools seek to carry forward the mission of then Founder Kulapathi K.M.Munshi. As you are aware Munshi started the Bhwawan in 1938 not so much with money but as an act of faith. Faith in the great heritage of India, faith in our national values, and faith in our future, and faith which will enable us to modernize to get the best of technical and scientific education and at the same time preserve the great values they stand for. These are values of truth and justice, honesty and compassion for which the country has been known for thousands of years. Should we allow these values to be corrupted by modern ideas of progress confined to material accumulation and satisfaction of the senses? India has never thought so and never will. A succession of saints and sages have kept alive the great cultural and spiritual tradition of India in the face of many invasions and temptations. We cannot afford in this 21st century to sacrifice this Bharatiya culture at the altar of the so called economic progress and development.

Let there be no doubt that economic development is necessary to provide the basis needs of the people, food, health, housing, water supply, sanitation and other essential of living which are the birth rights of every citizen of the country including the poorest of the poor. During the British days we thought our poverty was due to exploitation by the British. There may be some truth in that but after 60 years of Independence we still find a shocking state of malnutrition and lack os basic educational, health and housing facilities for million of our people. The goal of economic development is first and foremost to redress the situation. For this purpose, it is necessary that the young student must have right perspective in terms of values. To mitigate the poverty and deprivation and yet without harming the environment around us one needs to have a different model of development, a model that would provide productive jobs for all and ensure mother earth on whom we all depend is not harmed or destroyed in the process of development. Economic values of enterprise, hard work and efficiency, social values of compassion, helpfulness and solidarity, ecological values of preserving the environment and spiritual values that underlie and strengthen all other values together constitute India’s heritage. It was Bhawan’s founder who commenced in the fifties the programme of Van Mahotsav or the festival of afforestation. He was therefore fully aware of the links between economic, environmental, cultural and spiritual aspects of our life. We as managers, teachers and students and parents of the school have to find ways of integrating these values in our day to day activities even as they seek to develop the talents and merits of every single student in all possible ways. The development of the personality of the student in this multidimensional manner is the greatest challenge before your school and I am sure you will set an example for all the rest of the schools.

I say this because West Godavari had led the nation at the time of green revolution. In 1965 the country was facing acute food shortage, depending on imported food supply given on loan by the United States of America as we could not pay for it. The Govt. decided to launch a major programme of high yielding variety in which the introduction of a dwarf variety of paddy was an important element. I had the privilege of coming to Bheemavaram along with Dr. GV Chalam who pioneered this project from the Ministry. Of Agriculture, Govt of India. I was then with the National Seeds Corporation and we both came to Bheemavaram with a mission of sowing a completely new variety in 7000 acres to be planted by December end so that the seeds are available by April for distribution to one million acres in Kharif 1966. Most people thought that it was an impossible task. With the help of the farmers of West Godavari and Rice Millers here particularly at Bheemavaram and Tadepallikudam we successfully achieved the mission and a million acres were plated in Kharif 1966 across the country from Kerala to Kashmir and to Manipur in the East. Within a couple of years the country became self sufficient in food. The farmers of the West Godavari deserve the nation’s gratitiude for this vital contribution that they made.

In another three years or so we will be celebrating the 50th year of this event. I am sure you will on that occasion take up a similar mission in the field of education, value and culture for the entire nation.

Before concluding I would like to pay a tribute to the enlightened leadership of Sri Ranganatha Raju and his colleagues who have in addition to helping in establishing schools in this region are also assisting in building a school at Guntur. In doing this they are playing a great national role as at the time of green revolution. We are also fortunate in having the services of Shri G.S.Negi who is not only a very experienced educationist but a geographer and a humanist to the core. I have known him for many years , his knowledge is vast but his humanity is even greater. He is the right kind of person to lead the renaissance in education which our country very much needs so that it does not take a wrong turn in terms of values and development in these critical times. I thank you for this unique opportunity given to me to come to this beautiful place and share my thoughts with all of you gathered here.

I also congratulate on this occasion all the students gathered here especially those who havewon prizes and awards and all the others too and the teachers and uge you to strive your utmost to make this school the very best in the country.
